Fakta Sejarah Indonesia dalam Masa SOB
Berbagai negara di dunia pernah mengalami keadaan bahaya. Keadaan tersebut bisa karena pemberontakan, invasi, ataupun kudeta. Pada masa keadaan bahaya sebuah negara harus punya mekanisme pertahanan negara yang sudah dipersiapkan sebagai “senjata pamungkas” untuk meredam segala situasi yang mungkin terjadi di negaranya. Yunani sebagai negara yang pertama kali mempraktikan sistem negara dalam keadaan bahaya memiliki mekanisme untuk menunjuk diktator. Diktator ini memimpin negara selama beberapa bulan dan harus mempertanggung jawabkan segala tindakan yang diambil kepada senat. Hari ini diktator punya makna yang buruk padahal awalnya seorang diktator adalah orang yagn ditunjuk untuk mengatasi keadaan bahaya. Biasanya memang saat keadaan bahaya, negara mempunya mekanisme bahwa militer akan mengambil alih sementara pemerintahan untuk menstabilkan keadaan negara. Indonesia sebagai negara yang terdiri dari pulai-pulau dan masyarakat dengan latar belakang budaya yang beragam sudah beberapa kali mengalami keadaan bahaya atau SOB (staat van oorlog en beleg) contohnya adalah pada masa revolusi tahun 1946 dan yang paling terkenal adalah tahun 1957. Keadaan seperti ini di Indonesia muncul karena pengaruh bangsa lain yang berusaha masuk ke dalam wilayah kedaulatan dan adanya pemberontakan dari dalam negeri. Berikut adalah 7 fakta keadaan dimana Indonesia mengalami SOB (staat van oorlog en beleg):
Pada tahun 1950 an Indonesia mengalami berbagai pergolakan dalam negeri mulai dari kabinet yang memiliki posisi yang rentan hingga koalisi partai yang tidak memdukung jalannya pemerintahan. Tahun 1955 terselenggaralah pemilu dibawah kabinet Ali Sastroamidjojo. Pemilu tersebut ternyata tidak menjadikan keadaan politik di Indonesia menjadi tenang berbagai partai dengan pendapat yang berbeda tentang seharusnya sebuah pemerintah berjalan akhirnya menjatuhkan berbagai ketidakpercayaan terhadap kabinet Ali Sastroadmijojo. Keadaan ini diperburuk dengan perwakilan pemerintah pusat di daerah mengalami keterpurukan dalam hal wibawa. Kabinet yang ada di wilayah Sumatera pada contohnya seakan tidak memiliki wibawa karena banyak dari militer daerah menentang orientasi pembangunan pemerintah dibawah kabinet Ali Sastroamidjojo. Daerah-daerah lain juga melakukan hal serupa. Keadaan ini diperpanas dengan masalah yang belum selelsai di bidang militer. Beberapa militer daerah menolak untuk tunduk dibawah KSAD. Hal ini membuat tidak adanya rasa hormat antar militer di daerah. Bahkan 2 Maret 1957 pimpinan AD di wilayah seperti Sumatera Selatan memutuskan untuk memberlakukan pemerintahan militer dan memberlakukan status keadaan perang.
Di daerah-daerah militer banyak yang sulit untuk memberlakukan garis komando dan membantu pemeritnah pusat menyampaikan perintah. Kondisi ini terjadi pada tahun 1957 dimana beberapa perwira militer di daerah tidak mau untuk memberlakukan garis komando militer dari pusat ke daerah. Alasan para perwira tersebut bermacam-macam tapi 1 yang pasti adalah mereka menolak untuk tunduk dengan KSAD dan meminta adanya pemilihan KSAD. KSAD yang saat itu menjabat adalah Nasution. Walaupun Nasution akhirnya mempermasalahakan tentang adanya aspirasi tentang pergantian KSAD, Nasution tidak berniat untuk mengubah keadaan Indonesia dalam status keadaan bahaya perang. Nasution saat mendengar adanya ketidaksetujuan dari militer di daerah tentang militer daerah harus menghormati garis komando KSAD, Nasution tidak ingin msalah tersebut diselesaikan secara tumpah darah atau mengubah keadaan negara yang sedang rentan di pemerintahannya menjadi keadaan bahaya perang. Nasution menghubungi Hatta dan Soekarno untuk menyelesaikan masalah ketidaksetujuan ini dari sisi pemrintahan sipil terlebih dahulu. Usul yang disampaikan Nasution ini kemudian kurang disetujui oleh Soekarno dalam beberapa hal sehingga Soekarno mengambil langkah untuk membantu Nasution mendeklarasikan keadaan perang dengan persetujuan Soekarno dan Ali Sastroamidjojo yang saat itu juga merupakan menteri pertahanan. Adanya pernyataan keadaan bahaya perang secara nasional ini secara tidak langsung segera meningkatkan status potensi adanya pemberontakan dari daerah-daerah yang menolak untuk ditertibkan.
Pemerintah perlu adanya tindakan tegas untuk membuat keadaan menjadi stabil. Nasution dan Soekarno memilih tanggal 14 Maret 1957 sebagai hari diumumkannnya negara dalam keadaan bahaya. Pada hari sebelumnya kebijakan Soekarno untuk menetapkan negara dalam keadaan bahaya memaksa Nasution untuk mengusulkan kepada pimpinan TNI lain untuk menerapkan UU Keadaan bahayaa. Walaupun sempat di tolak oleh KSAU dan Kapolri, UU Keadaan bahayaa Akhirnya disahkan dalam rapat yang digelar dengan kesepakatan waktu dari diberlakukannya UU ini adalah sesingkat-singkatnya. Dengan diturunkannya UU ini kemudian menjadi sebuah pelatuk bagi berbagai perubahan tata negara karena secara tidak langsung TNI AD akan mempunyai kekuasaan lebih luas dalam pemerintahan dan keamanan. Soekarno menegaskan bahwa keadaan bahayaa ini dilakukan untuk melakukan penertiban seperti yang dahulu pada masa revolusi pernah terjadi. Keadaan bahayaa ini dilakukan untuk mencegah terjadinya kudeta-kudeta seperti pembentukan dewan-dewan yang ada di daerah daerah seperti Sulawesi dan Sumatera. Pada saat itu Sulawesi dan Sumatera membentuk dewanp gajah, dewan garuda dan dewan-dewan lainnya sebagai bentuk protes militer daerah terhadap konsep pembangunan pada masa itu yang direncanakan oleh pemeritnah pusat lebih terkesan sentralistik dan tidak menyeluruh. Adanya aturan utnuk tunduk kepada KSAD juga menjadi pemicu lainnya munculnya upaya pemberontakan dengan adanya dewan-dewan tersebut.
- Ada Penolakan Terhadap Keadaan Bahaya
Selain adanya Kapolri dan KSAU yang sudah lebih dahulu melakukan penolakan pada saat usulan dari KSAD tentang UU Keadaan Bahaya dibahas, partai oposisi pemeritnah juga menolak untuk adanya keadaan bahaya. Salah satu tokoh yang menolak untuk adanya keadaan bahaya pada masa itu adalah Natsir. Natsir pada masa itu melihat adanya sebuah cacat administrasi terhadap penerapan Keadaan Bahaya terlebih karena pada saat keadaan bahaya di umumkan hal tersebut diata persetujuan Ali Sastroamidjojo. Berdasarkan peraturan yang dibuat seorang yang boleh mengesahkan keadaan bahaya adalah orang yang masih berada dalam status resminya. Pada 14 Maret 1957 Ali Sastroamidjojo menjalankan dan mengesahakan keadaan darurat dalam status perdana menteri tidak aktif karena baru saja diturunkan. Pendapat tersebut menjadi sebuah perdebatan karena bagi Soekarno, Ali Sastroamidjojo berhak mengesahakan keadaan bahaya karena merupakan menteri pertahanan. Ali Sastroamidjojo juga mengeluarkan pendapat bahwa sebenarnya terlepas dari demisioner atau tidaknya posisi Ali Sastroamidjojo, Keadaan negara yang sangat genting ini sudah seharusnya menjadi prioritas bahkan untuk seorang perdana menteri dan menteri pertahanan yang sudah demisioner sekalipun. Posisi Natsir yang menolak adanya keadaan bahaya sebenarnya memang bisa dimaklumi karena pada saat itu Natsir sedang berada di luar pemeritahan bersama partainya Masyumi. Menurut Natsir penggunaan keadaan bahaya pada masa itu adalah sebuah kesalahan administrasi dan cacat hukum. Alasan Natsir dalam hal ini adalah karena bisa saja sewaktu-waktu adanya upaya represif dari TNI untuk menekan orang-orang yang memiliki kepentingan yang sama dengan partai Masyumi sebagai partai diluar pemerintah. Walaupun adanya penolakan dari berbagai kalangan, keadaan bahaya tetap dilaksanakan untuk mengatur dan menyelidiki penyebab terjadinya berbagai hambatan dan ketidaksetujuan yang terjadi terhadap pemerintah yang sedang berjalan.
- PNI dalam Posisi Mendukung Upaya Kestabilan
Partai besar pada tahun 1957 seperti PNI memiliki peranan penting dalam mengambil sikap untuk menjadi pendukung atau menjadi penolak adanya Keadaan Bahaya di Indonesia. Sebenarnya dilihat dari banyaknnya anggota partai yang merupakan masyarakat sipil tersebut, PNI mengalami dilema untuk mendukung atau menolak usaha pemerintah dalam Keadaan Bahaya yang sedang berlangsung dalam upaya menstabilkan negara. Walaupun pada akhirnya PNI memilih untuk mendukung adanya Keadaan Bahaya di Indonesia, PNI dinilai hanya ingin menyelamatkan jabatan-jabatan politik yang dipegang oleh anggota partainya. Secara kata lain PNI hanya ngin mengutamakan kepentingan elite politiknya dibanding aspirasi massanya yang ingin tidak adanya keadaan bahaya karena secara struktur pemerintahan dengan adanya keadaan bahaya pemerintah yang akan lebih berkuasa adalah kalangan elite militer sementara jika menolak Keadaan Bahaya maka PNI akan menolak usaha dari Soekarno untuk memberikan kestabilan terhadap negara. Katakanlah beberapa anggota PNI yang memegang jabatan strategis seperti Wilopo yang menjadi ketua konstituante, Ruslan Abdulgani yang menjadi wakil ketua Dewan Nasional dan Wirjono Projodikoro yang merupakan ketua Mahkamah Agung tentunya harus mengamankan posisinya dengan mengikuti kebijakan Soekarno melalui dukungan dari PNI. Hal ini juga mendukung karena memang PNI merupakan partai dengan nama Soekarno yang besar ada di dalamnya sebagai seorang pendiri partai. Fakta Sejarah Indonesia dalam Masa SOB
- PKI Mendukung Adanya Kestabilan Lewat Upaya Presiden
Selain partai-partai besar seperti PNI yang melihat adanya peluang untuk mewujudkan kestabilan di dalam negara melalui upaya presiden dan KSAD untuk menerapkan UU Keadaan Bahaya. PKI adalah salah satu paratai lainnya yang mendukung keadaan ini. Alasan PKI dalam mendukung upaya Presiden dan KSAD adalah untuk menarik simpati dalam pemerintahan sebagai paratai yang baru muncul dalam pemerintahan setelah pemilu tahun 1955. Keadaan ini membuat PKI merasa penerapan UU Keadaan Bahaya pada saat itu adalah tindakan presiden sangat demokratis dan patriotik. Sekjen CC PKI pada saat itu, Aidit melihat bahwa keadaan tersebut adalah pemusatan kekuasaan sementara untuk menyelamatkan situasi bangsa dari berbagai konflik yang ada dan kecurigaan dalam pemerintah sendiri dari partai-partai yang bercokol saat itu di pemerintahan. Sebuah surat kabar Harian Rakyat menulis penyataan Aidit bahwa SOB (staat van oorlog en beleg) adalah alat untuk memusatkan segala kekuasaan pada satu tangan. Pernyataan tersebut membuat PKI sangat terlihat upayanya untuk mendapatkan simpati dari para kaum pendukung Soekarno. Secara tidak langsung cara tersebut berpengaruh kepada eksistensi PKI sebagai partai politik. Upaya tersebut merupakan langkah yang baik yang sesuai dengan kitab merah yang mengatakan bahwa harus ada kerjasama antara kaum borjuis nasional progresif untuk menciptakan keadaan kaum kapitalis dan imperialis berada dibawah kontrol negara. - Perdebatan tentang Siapa yang memimpin sangat alot
Dalam keadaan status SOB atau keadaan bahaya sebuah negara walaupun sudah ada pemeritnahan militer yang mengatur segalanya tetap harus ada kabinet yang terus berjalan dan memantau sebagai wadah bagi pemerintahan militer menyampaikan pertanggung jawabannya selama masa SOB berlangsung. PNI dengan banyaknya massa pendukung Soekarno terus mendesak Soekarno untuk turun langsung memimpin kabinet. Sementara PNI terus bergerak mendesak Soekarno, partai oposisi seperti Masyumi dan PSI meminta untuk adanya penunjukan tokoh seperti Mohammad Hatta sebagai orang yang memimpin kabinet. Hal tersebut tentu tidak dikabulkan oleh Soekarno karena Soekarno dan Hatta sedang dalam kondisi saling berpaling muka karena perbedaan orientasi terhadap masa depan bangsa.
